于北京邮电大学分别获得硕士和博士学位，目前担任北京邮电大学教授，泛网无线通信教育部重点实验室主任等职务。
研究领域主要从事5G移动通信、认知无线网络（认知无线电）、异构网络融合、频谱管理技术、频谱测量仪器仪表等方面的研究，包括：移动通信网络架构、认知无线网络、端到端重构、无线资源管理、频谱感知、动态频谱管理、跨层优化与设计、无线信号处理等方面 。
学术成果主持多项国家和国际科研项目，包括863和自然基金项目，国家973项目，欧盟第六框架、第七框架项目等。长期从事宽带移动通信系统的研究，在IEEE Transaction, IEEE Letters, EURASIP Journal，中国科学等国内外顶级刊物和IEEE ICC，Globe等知名会议上发表文章近百篇。担任IEEE Journal on Selected Areas in Communications (JSAC)，IEEE Transactions on Wireless Communication （TWC）等著名期刊的审稿人。向ITU-R WP5A/WP5D, IEEE 1900, ETSI and CCSA等国际标准化组织提交多项提案，形成3项国际标准 。
